Definition: Since construction is directly related to the investment medium, it is easily affected by the general economic condition of the country. The workplaces such as factories, workshops, stores, shops are brought in the economy after constructing their buildings. The production in construction sector tells significant information about the general economic situation. The main activity of construction sector, building construction, as it covers the subjects such as urbanization, accommodation and employment, the progress of the sector constitutes an indicator of the socio-economic structure.
Construction Permit: It is a certificate which must be issued for the buildings to be constructed, by the Municipalities for the constructions in boundaries of the municipalities, by Special Administrations out of the boundaries of the municipalities, by Organized Industrial Zone Directorates in organized industrial zones and by Free Trade Zone Directorates in free zones, according to Article 21 of Construction Law No.3194.
Occupancy Permit: It is a certificate which must be issued for completed or partially completed buildings, by the Municipalities for the constructions in boundaries of the municipalities, by Special Administrations out of the boundaries of the municipalities, by Organized Industrial Zone Directorates in organized industrial zones and by Free Trade Zone Directorates in free zones, according to Article 30 of Construction Law No.3194.
The duty of the compiling and evaluating statistical information needed in the fields of mining and quarrying, manufacturing industry, electricity, gas, water, energy, construction and other similar fields, is given to the Industry and Business Statistics Department by Statistical Law of Turkey in the paragraph (a) of 28th article.
Classification: Classification of Types of Construction (CC) classification system is used. This classification is developed on the basis of United Nations Central Product Classification (CPC). According to CC, construction is divided into two, as building and civil engineering.

1. inside the boundaries of municipalities, municipalities are responsible, outside the boundaries of municipalities,

Classification Coverage: In building permit statistics, building types which are classified under CC classification are covered.
Out of Coverage:
Geographical out of coverage: In the boundaries of subdistricts and villages which do not have municipalities, residential buildings, agricultural and animal livestock buildings, village council, village mosque and similar village buildings which are registered to village registration and made by permanent residents of the village and squatter houses which are done in the boundaries of municipalities are not covered.
Classification out of coverage: Civil engineering works which are not covered under buildings in CC like roads, dams, bridges, etc. are not covered.
Value of m² Unit Price: value of m² unit price of buildings structural system of which is reinforced concrete and bearing wall construction and use of building of which is apartment house, house and other (commercial, industrial, medical and social, cultural, religious and other) are calculated on province level four times a year.
m² Unit Price
In collaboration with government departments and other institutions the construction unit of “per square meter” was chosen. The most commonly used construction types were defined as well as the proportions in the use of construction materials and labour. The standard construction terms were used beginning in January 1979. The construction square meter unit cost in 71 provinces have been calculated based on periodic information collected by the regional and statistical directorates of TurkStat on construction materials and labour costs.
Unit prices of m² are calculated for reinforced concrete and bearing wall construction. Uses of buildings include apartment houses, houses, other buildings (commercial, industrial, medical and social, cultural, religious, administrative and other) by province. The value of reinforced concrete buildings is calculated with 109 items which represent 95 % of 295 items (and include labour, machine and materials) are chosen from the "Building Construction Cost index" with a base year 1992. For bearing wall construction buildings, the price of 15 items (labour and materials) are compiled by the Regional and Statistical Directories of TurkStat for four geographical regions. Value is multiplication of floor areas indicated in construction permits and occupancy permits. The cost of land is excluded.
Construction cost index is calculated for 26 regional offices over 121 item (labour and material) which takes place in “Building Construction Cost Index” with base year 2005. For the provinces which the index is not calculated the index of the related region which the province takes place according to NUTS 3 level is taken into account. Rate of changes indices of which of them are calculated according to previous quarter are applied to the m2 unit prices which are found in the last quarter of 2005 and m2 unit costs are calculated.
Building Construction Cost, published regional, has been replaced with Construction Cost Index, published monthly and 2015 base year on Turkey, from 2018 onward so the used system has been changed. The system has been started to use the construction cost index changes calculated for residential buildings and non-resident buildings on a monthly basis directly in the building permit statistics.
Data Sources: The data sources are Construction Permit issued according to article 21 of Construction Law No.3194 for the buildings to be constructed and Occupancy Permit issued according to article 30 of Construction Law No.3194 for completed or partially completed buildings. Construction Permit and Occupancy Permit are certificates which must be issued by authorized administrations (by the municipalities in boundaries of the municipalities, by Special Administrations out of the boundaries of the municipalities, by Organized Industrial Zone Directorates in organized industrial zones and by Free Trade Zone Directorates in free zones).
Data compilation type: The data is entered by the authorized administrations on a web based computer software using UAVT. With a regulation released by Ministry of Interior, it is forbidden to prepare forms without NAD system since 1 July 2007. At the beginning, TurkStat was responsible from preparation of the forms but at the end of 2009, the system is passed on Ministry of Interior General Directorate of Civil Registration and Nationality. After then TurkStat became a user of the system
Data compilation system: The data is entered by the authorized administrations on web based computer software after making address matching using NAD. The forms become legal after the data entry. The forms which are not compiled via NAD are recorded via internet to a central based programme by regional offices of TurkStat.
Recording time of the processes: This is the approval time of the forms after data entry. The forms are approved after data entry and printed forms are signed. The date is directly given by the system
Revision made in 2004: CC classification system which is used by EU is used since 2002. Information of 2002 and 2003 are also prepared according to CC classification for the users.
Revision made in 2011: In occupancy permit forms; there are options like “new building, additional building, storey addition, addition, renovation, again, restoration, amplification, changing of usage, installation, etc.” in the “purpose of the certificate” part. Up to now, only “new building, additional building, storey addition and addition “options in the “purpose of the certificate” part and the buildings which are not recorded before have been covered in the published occupancy permit statistics."Construction Permit” and “Occupancy Permit” forms have been filled via NAD since 2007 but it took some time for using of the system by all administrations. By the accession of almost all of the authorized administrations to this system, it is questioned whether the “Occupancy Permit Form is arranged for the first time”. For the Occupancy Permits arranged for the first time, all of the options in the “purpose of the certificate” part have been reflected in the statistics since the beginning of 2011. Statistics of 2009 and 2010 have also been revised according to this structure. The system will also go on according to this structure.
Revision of annual data: Revisions that ocur in source of data are done in databases.
Data editing: After the data entry, the mechanical edits function and the erroneous parts are determined. If the error is a data entry error, it is corrected instantly; otherwise it is corrected after returning the authorized administrations and obtaining the correct data.
Variables: Number of buildings, floor area, value, number of dwelling units, type of investor, structural system, used materials, number of stories, use of building, buildings modified for a different use after alterations and repairs, buildings outside municipal boundaries, facilities of buildings.
Period: Data are taken monthly from General Directorate of Civil Registration and Nationality which has the responsibility of NAD and published quarterly.
